I have not observed any hard rule pertaining to this. I flew through a tropical cyclone "Conson" which met the named storm and wind speed minimum near Japan two weeks ago.
There is no observed geographical limitation.
I do not know what data sources are used for gathering hurricane reports.
The only reliable information on whether you will see specific storm artifacts when you fly is if the storm shows up in the program Hurricane list and you fly near it while it is still in the list.
If you hunt for cyclones not in the list, you will not see any special hurricane representation other than generalized interpolated fronts assuming there is specific atmospheric data for the area.
